If I understood the result of the President’s discussions last month with India’s prime minister Manmohan Singh, it’s that we will assist India to develop the technology to make better, more powerful weapons of mass destruction. I had thought that our nation’s foreign policy generally opposed weapons of mass destruction, but perhaps they’re okay when built and used for peaceful purposes.

Three states – India, Pakistan, and Israel – have declined to sign the NPT treaty written and agreed to in 1968 and thus never violated its provisions. Iran has signed the treaty and is bound by it.
