Elect a favored developer

Rather than leave it up to the Portland City Council to decide who will be the favored developer of each administration — the developer who gets the $1/year leases and the free properties from the Portland Development Commission — it occurred to me that the position of Favored Developer should be elective.  Anyone who wants extreme giveaways should run for the post and campaign on what sort of subsidies they expect from the public trough, and what they will endeavor to build in exchange.  I don’t think that North Macadam / South Waterfront would have won the election.
