Planning for failure

Most of the intersections between W Burnside Street and NW Marshall Street, running from Broadway to NW 14th Avenue, prove that Portland’s land use planning system failed. This is not unique to Portland; a drive along 185th Avenue in Aloha shows that Washington County wasn’t much better.
