Here’s another suggestion for Metro: look at the areas outside the Urban Growth Boundary that are designated as urban reserves (the places to be brought inside the UGB and developed over the next 20 to 30 years), and decide which roads will need to be widened. Then go buy the additional right-of-way now, while it’s cheap, instead of having to buy it after the land comes into the UGB, when it will cost 10 or 20 times as much. The adjoining landowners can continue to use the strips of land until the property comes within the UGB, but they will then know not to build on top of, or too close to, the future roadways.
